| | Board of Trustees: Bluebonnet Trails Community Mental Health and Mental Retardation Center is governed by a Board of Trustees appointed by the County Judges from each of the eight counties. Trustees work in responsible and accountable cooperation with local and state government and citizens of their counties. Robert L. Heinrich -Fayette County - Chairman Robert L. "Bob" Heinrich is serving his third term as the Fayette County representative on the Bluebonnet Trails Board. He was elected as the Chairman of the Board when Bluebonnet Trails Community MHMR Center was formed and still serves in that position. Bob is a retired Air Force Chief Master Sergeant, serving in the Military Service for 34 years. He retired from the 147th Fighter Wing in Houston, Texas in December of 2000 where he served as the "Command Chief" for 4 years. In that position, he represented over 1,000 enlisted personnel ensuring their concerns and interests were taken into account in all leadership decisions, both locally and nationally. Bob is a graduate of the United States Air Force NCO and Senior NCO Academies and holds two Associate degrees in Munitions Technology and Aircraft Maintenance from the Community College of the Air Force. He has served on the Board of Directors of the Fayette County Commission for the Mentally Retarded since 1978, holding every elected position. He presently resides on his farm in Schulenburg, Texas.
Hartley Sappington – Williamson County - Vice-Chairman Vice-Chair Hartley Sappington of Georgetown is serving his third term as the Williamson County representative. Sappington holds a Bachelors degree in Sociology and Theology from Texas Christian University and a Masters in Social Work from the University of Tennessee. He has an extensive background with MHMR services and has served as a program director at Permian Basin, the Executive Director of Texoma MHMR, and an Assistant Deputy Commissioner with TXMHMR Central Office. He is active with the Georgetown Public Library Foundation. He serves on the Texas Council of Community MHMR Center’s Board of Directors and co-chairs the Public Policy Committee of the Council.
Marilyn Price – Gonzales County - Treasurer Marilyn Price of Gonzales is serving her first term as the representative for Gonzales County. Price attended the University of Colorado at Boulder and graduated from the Children’s Hospital School of Nursing in Denver. Her experience as a Registered Nurse (RN) includes office and hospital work in Gonzales, as well as assistant instructor at the Gonzales Licensed Vocational Nurse (LVN) School. Presently, she is employed as an RN Consultant in the mental retardation and geriatric fields. Price has served many years on the Texas Conference of Churches Board of Directors holding a variety of leadership positions. She was a Board Member and two-term President of both Texas Impact and the Guadalupe Valley Counseling Center.
Barbara Bogart – Bastrop County Barbara Bogart considers it a special privilege to serve on the Board of Trustees of Bluebonnet Trails Community Mental Health and Mental Retardation Center as the representative from Bastrop County – “privileged” because she believes the entire organization to be filled with smart, caring, creative people who use the bulk of their energies to serve their clients. Barbara graduated from University of Texas at Austin in 1969 and went to work as a school teacher shortly thereafter. She returned to school in 1975 where she attended the UT School of Law and graduated with a J.D. in 1978. She now works as an assistant district attorney in Bastrop County. She meets people on a weekly basis who are involved in the criminal justice system, many of whom either use or need mental health services. Very often one of the concerns is whether the defendant has seen anyone “at MHMR.” Born in Raton, New Mexico in 1946, Bogart notes that she is in the first phalanx of 77 million people comprising “baby boomers” who will soon break upon the American healthcare landscape. She lives in Elgin, Texas on an uplift called Rattlesnake Hill – with a delightful and placable spouse, three demanding cats, two disobedient dogs and a passel of chattering chickens. She has served as director or officer on a variety of boards in her community including the KLRU Community Advisory Board and the Chamber of Commerce, Literacy Council, Main Street Board and Hogeye Art Show Committee of Elgin. She currently serves as chair of the Board of Trustees for Elgin’s Advocacy Outreach.
Martin McLean – Burnet County Burnet County Judge Martin McLean was appointed to the Bluebonnet Trails Board of Trustees in September 1999. A native of Burnet County, McLean owned and operated a retail grocery store in Marble Falls for 26 years. He served for 6 years on the Lower Colorado River Authority Board of Directors from 1981 until 1987. The City Council of Marble Falls appointed Judge McLean to the position of Municipal Judge in January 1970. He served until he was elected County Judge in 1990. He is beginning his third term as Burnet County Judge. One of the founding board members of the Helping Center Food Bank and Utility Assistance Center in Marble Falls, Judge McLean looks forward to volunteering there when he decides to retire.
H. T. Wright – Caldwell County County Judge, H. T. Wright is beginning his third term as County Judge of Caldwell County. He was appointed to the Bluebonnet Trails Community MHMR Board of Trustees on August 9, 2004. Judge Wright is a graduate of Texas A & M and a veteran of the United State Marine Corps. Judge Wright enjoyed a long career with the Exxon Corporation, serving as Administrative Manager of the Exxon Production Research Co., assistant Corporate Secretary, Manager, Professional Recruiting Department, and Administrative Manager of the Law Department and Exxon Minerals Department. Later he served as CEO of the Red Hill Production Company, an Independent Oil Company and currently is President of Garage Door Services Co., one of the largest independently owned overhead door companies in the Southwest. He also currently serves as a Board Member for numerous non profit organizations, and was appointed by the Governor of Texas as a Commissioner of the State 911 Emergency Communication System.
Shirley Hester– Guadalupe County Shirley Hester of Seguin is in her first term as the representative for Guadalupe County. A native of Seguin, she attended Draughon's Business College in San Antonio where she received her Business Administrator's Degree. She extended her education by attending Modesto Junior College and San Antonio College. She become a Registered Professional Appraiser and Registered Texas Collector and was certified by the State of Texas in both fields. Hester has served as a County Commissioner for Guadalupe County and is involved with a number of civic organizations: present Director of the San Geronimo Cemetery; committee member of the Mid Texas Symphony; executive board member of Republican Women; Director of Sand Hills Volunteer Fire Department; and Director of the Pecan Museum Center.
Robert L. Willrich, Sr. – Lee County Robert L. Willrich, Sr., is serving his second term as the Lee County representative. Willrich is serving his second term as the mayor of the City of Lexington, where he also served two terms on the City Council. A native of Lexington, Willrich retired in 1995 after 30 years of employment at Alcoa Aluminum. He served 7 1/2 years as local union president of the United Steelworkers of American, Local Union 4895 in Rockdale. He has served on the Rockdale Works Federal Credit Union Loan Committee, and the Lexington Independent School District School Board, the last three years as board president. Willrich is currently active as a board member of the Combined Community Action in Smithville.
