| Our Story: Mission Statement: The Mission of Bluebonnet Trails Community MHMR Center is to ensure the provision of accessible, efficient and effective services that support the dignity and independence of those we serve. Bluebonnet Trails Community MHMR Center (the Center) was formed in 1996 through an interlocal government agreement among the six counties of Bastrop, Burnet, Caldwell, Fayette, Lee and Williamson. After well-attended public hearings and at the request of these counties, the Center was legally established as a community MHMR center in 1997 by the Texas Department of Mental Health and Mental Retardation (TDMHMR). In September 2000, Gonzales and Guadalupe Counties joined the Center, which now has an eight county service area with a population of well over 500,000. TDMHMR annually contracts with the Center to function as the mental health and mental retardation authority, responsible for ensuring access to needed services for the public. TDMHMR defines, through its contract with the Center, those services to be provided with state funding and who is eligible to receive these services. The Center also contracts with the Texas Interagency Council on Early Childhood Intervention to provide early childhood intervention services (ECI) to children and the families of those children, ages 0 – 3 years, who have developmental problems. ECI services are provided in Bastrop, Burnet, Caldwell, Fayette, Lee and Williamson Counties. Bluebonnet Trails is governed by an eight member, volunteer Board of Trustees. Each of the eight counties, through its county commissioners’ court, appoints one member to the Bluebonnet Trails Community MHMR Center Board of Trustees. The Board and the Center are committed to ensuring effective, accessible and cost-efficient services that make a positive difference in the lives of people with serious disabilities. Center services are provided to adults with serious mental illness, to children and adolescents with serious mental illness or emotional disorders, autism or pervasive developmental disorders, to persons with mental retardation and to infants and toddlers with developmental delays.
Bluebonnet Trails has an annual budget of approximately $25,000,000. About half of the Centers’ budget funding is state general revenue that comes to the Center through a contract with TDMHMR. Other significant sources of funding are Medicaid and Medicare reimbursements for services provided. Bluebonnet Trails also is fortunate to receive support from the eight counties that sponsor the Center, some cities within the service area and the United Way. Funding is critical to the availability and types of services than can be provided.
