Listed positions are for individuals who are interested in being part of a Network of Providers for contracted services with Bluebonnet Trails Community Mental Health and Mental Retardation Center. Referrals for services are not guaranteed. All applicants will be subject to a criminal background check.
Description of Service: Respite – Provides relief to the primary caregiver of consumers with mental retardation. Services are provided in the home of the contractor or the consumer.
Rate of Payment: $8.71/hour for up to 10 hours; $87.10/day for 10 hours or more.
Areas to be Served: Bastrop, Burnet, Caldwell, Fayette, Gonzales, Guadalupe, Lee, and Williamson Counties.
Eligibility Requirements: At least 18 years of age; high school diploma/GED; CPR and First Aid Certification. If services are provided in contractor’s home, must have homeowner’s insurance and be subject to an inspection of the home. Experience providing services to individuals with mental retardation preferred.

Description of Service: Supported Home Living – Direct care service to individuals with mental retardation. Includes providing transportation and assisting with training in life skills in the consumer’s home and in the community.
Rate of Payment: $12.00/ billable hour Areas to be Served: Bastrop, Burnet, Caldwell, Fayette, Gonzales, Guadalupe, Lee, and Williamson Counties.
Eligibility Requirements: At least 18 years of age; high school diploma/GED; CPR/First Aid Certification; copy of DPS driving record and proof of liability insurance. Experience providing services to individuals with mental retardation preferred. Must use own transportation.

Description of Service: Supported Employment – Direct care service to consumers with mental retardation to enable individuals to find and maintain paid, competitive employment.
Rate of Payment: $12.50/billable hour Areas to be Served:

Description of Service: Foster Care – Contractor provides a home environment for adults with mental retardation.
Rate of Payment: Level of Need 1 $35.00/day; Level of Need 5 $38.00/day; Level of Need 8 $48.00/day; Level of Need 6 $78.00/day
Area to be Served: Bastrop, Burnet, Caldwell, Fayette, Gonzales, Guadalupe, Lee, and Williamson Counties. Eligibility Requirements: Must be at least 18 years of age, high school diploma/GED; CPR and First Aid Certification. Must pass inspection of the home and reside in one of the counties served by Bluebonnet Trails Community MHMR Center. Experience providing services to individuals with mental retardation preferred.

Description of Service: 24-hour Crisis Respite for individuals with mental illness. Provide a temporary environment in the contractor’s home for those in crisis and who are wishing to avoid hospitalization.
Rate of Payment: $8.71/hour for up to 10 hours; $87.10/day for 10 hours or more.

Description of Service:
Board Certified Behavior Analyst – Provide Behavior Therapy in the home for
adults and children with Autism.
Rate of Payment: $90.00/hour; .35/mile for travel from the MR Center in
Seguin to the consumer’s home.
Areas to be Served: Guadalupe County
Eligibility Requirements: Must be board certified for 2 years with the
Behavior Analyst Certification Board and have at least 2 years experience
working with this population..

Description
The purpose of this time sensitive RFI is to ascertain interest from mental
health providers in providing publicly funded mental health services to adults
and children diagnosed with serious mental illness, including schizophrenia,
bipolar disorder, and major depressive disorder. The provision of the services
must adhere to the Texas Department of State Health Services requirements and
regulations for the provision of services in accordance with the Resiliency and
Disease Management guidelines, the Texas Implementation of Medication Algorithms
(TIMA) and Children’s Medication Algorithm Project (CMAP).
To review a description of the
mental health services described in this RFI, please refer to the Department of
State Health Services website (http:www.dshs.state.tx.us/mhcommunity/LPND/definitions.shtm).
Services must be provided in one or a combination of the following
counties: Bastrop, Burnet, Caldwell, Fayette,
Gonzales, Guadalupe, Lee and Williamson counties at locations that are
convenient for the majority of the consumers receiving those services.
Background
In 2004, the Texas State Legislature
passed House Bill 2292 which directed that the provision of public mental health
services could be provided by a Community Mental Health and Mental Retardation
Center only as the provider of last resort. The Texas Department of State Health
Services is currently proceeding with the implementation of this law. The
rulemaking process which followed the passage of this law, has directed MHMR
Centers to engage in a planning process to determine consumer service
preferences and the availability of interested providers to expand the public
mental health system in Texas.
Bluebonnet Trails is currently
proceeding with that planning process and is identifying prospective providers
with whom the Center may contract in order to expand the provider network in the
Bluebonnet Trails service area.
Prospective providers may choose to
bid on the provision of Service Packages in accordance with Resiliency and
Disease Management Guidelines. Or they may choose to bid on the provision of
discrete services. Through this RFI process, the Center is seeking accurate
planning and anticipated cost information. The center is planning to engage in
an RFP process during the winter of 2008 –
2009.
Successful candidates are able to
demonstrate compliance with the following expectations:
- Have the appropriate educational background,
experience and licensure to provide the subject mental health services.
- Provide services in the geographical area of
Bastrop Burnet, Caldwell,
Fayette, Gonzales, Guadalupe, Lee and Williamson Counties.
- Attend
online Bluebonnet Trails contract provider training, and TIMA/CMAP online
training if applicable.
- Have
familiarity with the Texas Department of State Health Services Resiliency
and Disease Management Guidelines.
- For Physician services, have the capacity to comply
with the TIMA or CMAP guidelines.
- Have the ability to enter data and progress notes into
the Center information system, online.
- Have the ability to appropriately invoice the Center
for services.
- Have the appropriate cultural sensitivity for the
consumers to be served.
Information Requested
The Center is interested in receiving information on your interest in providing
mental health services for Bluebonnet Trails as a member of the Center’s
provider network. The Center is interested in knowing:
- Your capability to provide either discrete or Service
Package mental health services.
- The services which you are proposing to provide.
- The counties and cities in which you would be
available to provide services
- The proposed cost of the services which you would be
available to provide.
- Any staff that you would be employing to assist in the
provision of the services.
- Any barriers that you perceive that you may encounter
in providing services.
